Most of the IP cameras have a menu that allows you to change the language. It's usually located on the system menu or something similar.

How to change the language on a Wisenet (Samsung) camera
Sometimes you can find an old Hikvision camera (or using an old firmware) that uses a similar approach to change the camera language. However, the new camera models allow you to change the language during the login process.

In the Hikvision camera login screen there's a menu to choose the language. You just need to click the drop down box and select the one you want.
